MY cypher telegram of 20th July.

Hong Kong, July 26, 1913.

The declaration of independence of President of the Republic by Kuangtung is the result of a visit of Sun Yat Sen in the month of June to Hong Kong and Macao, and of intrigues of the ex-Governor-General of Canton, Wu Hon Man, who has resided here since then; and of leaders of Kwomintang here. The most prominent of these is a wealthy Chinese who generally resides at Macao, but he has a house which he frequently visits at Hong Kong. He was attendant at the conference with the acting governor at Canton immediately before the declaration of independence. Wu Hon Man has been remitting funds from Hong Kong to the revolutionaries at Shanghai, and has gone there.

With advice of Council I ask authority to deny the hospitality of Hong Kong to these three, and to deport any other members of the Kwomintang who persist in political intrigues after warning.

Everything is quiet, but in Hong Kong great disorganisation of trade and serious financial difficulties, owing to the depreciation of Canton bank notes, and in Canton much uneasiness have followed the declaration of independence.
